Fire Watch for Construction Projects: Plan It Before the Shutdown

If the first planning meeting happens after the panel goes dark, the project is already working from behind.

A construction Fire Watch should be planned before a fire protection system is shut down, hot work begins, or an occupied area loses protection. The goal is to define the affected area, temporary controls, staffing, patrol routes, communication, records, and release process while the project team still has time to solve problems.

Construction Changes Faster Than the Plan

Construction sites do not stay still. Walls open and close. Crews move between floors. Temporary barriers appear. Stored materials change. Elevators, stairwells, exits, and access points may be placed in or out of service as work progresses.

That movement makes a copied Fire Watch plan unreliable.

A route that worked on Monday may be blocked on Wednesday. An empty floor may become a material-staging area. A sprinkler impairment described as “third floor” may also affect a riser, stair enclosure, or connected space that the Fire Watch officer was never shown.

The project team should treat the Fire Watch plan as a live operational document. The plan needs a clear owner, a method for reporting changes, and specific times when it will be reviewed.

Good triggers for review include:

A new construction phase
A change in the impaired system or affected area
A change in occupancy
New hot work or hazardous materials
A blocked or relocated patrol route
A change in alarm, phone, radio, or emergency access
A near miss, log problem, missed patrol, or unclear handoff
Restoration of part of the system

The Fire Watch officer should not discover these changes alone while walking the property.

Define the Impairment Before Staffing It

“The fire system is down” is not enough information to build coverage.

Before the shutdown, document:

The system, device, zone, floor, or function affected
What remains operational
The planned start time and estimated duration
The work creating the impairment
The occupied and unoccupied areas within the scope
Any simultaneous hot work or elevated fire hazard
The authority having jurisdiction, often called the AHJ, and the instructions provided
The person responsible for system impairment and restoration

Separate system impairment from hot work even when both occur on the same project. An alarm impairment changes detection or notification. A sprinkler or fire-pump impairment reduces suppression. Hot work adds an ignition source. The combined Fire Watch plan may need to address all three, but the duties should remain understandable.

Do not build staffing around an estimated duration alone. A repair that was expected to take four hours may run into a missing part, failed test, or additional damage. Coverage should be tied to verified restoration or the end condition established by the controlling authority, not a hopeful completion time.

Walk the Site Before the First Patrol

The pre-shutdown walk is where a paper plan becomes an assignment an officer can perform.

Include the client or project representative, the Fire Watch supervisor, and a person who understands the affected fire protection system. When useful, include the safety leader, general contractor, facility representative, or other responsible party.

During the walk, confirm:

The boundaries of the affected area
Every patrol route, observation position, and checkpoint
Locked spaces and the keys or credentials needed
Stairs, exits, temporary egress paths, and responder access
Manual pull stations, public-address systems, air horns, radios, phones, or other approved notification methods
Fire extinguishers and other equipment required by the plan
Combustible storage, fuel, charging areas, temporary heating, and other ignition concerns
Construction openings, concealed spaces, shafts, and floor penetrations
The location for Fire Watch logs and shift handoffs

Walk the route at the time and under the conditions in which it will be used. A stairwell that feels obvious in daylight may be poorly marked during an overnight shutdown. A radio that works at the trailer may fail inside a concrete service area.

Do not accept “the officer will figure it out.” The shutdown is not the right time to test whether the route, equipment, or communication plan works.

Divide the Project Into Real Coverage Areas

Large construction projects are often described by floor, building, or phase. Fire Watch coverage should be divided according to the actual exposure and the time required to observe it properly.

Consider:

Square footage and vertical travel
Number of rooms, floors, structures, and concealed areas
Occupancy and work activity
Access restrictions and travel time
Condition of stairs, elevators, and temporary passages
The extent of the system impairment
Hot-work locations and post-work monitoring
The patrol or continuous-observation requirement established for the assignment
The officer's other permitted duties, if any

A route is not reasonable because it fits on one page. It is reasonable when the officer can complete it with the required attention, at the required interval or observation standard, without skipping areas or rushing through hazards.

Test the route before finalizing staffing. Record the actual time, then add time for meaningful observation, documentation, communication, and predictable obstacles. If the route barely works on an empty site, it will not improve when crews, equipment, and deliveries arrive.

Some assignments require more than one Fire Watch officer. Others require separate roles, such as an officer monitoring active hot work and another covering a system-impaired area. The reason should come from the scope, not from a default officer-to-floor ratio copied from another project.

Set the Alarm and Escalation Path

Every Fire Watch officer should know how to turn an observation into the right response.

The plan should state, in plain language:

How to alert occupants
Who contacts the fire department
Which number or approved communication method to use
What location information responders need
Who meets and directs responding personnel
What conditions require hot work or other activity to stop
Who receives immediate client, contractor, and security notifications
What to do if a radio, phone, or notification method fails

Do not assume that calling 911 is the entire communication plan. On a large site, the caller must be able to describe the correct address, building, floor, gate, and access route. Someone may need to open a controlled entrance or meet responders without pulling the Fire Watch officer away from a critical area.

The plan should also protect the officer from conflicting instructions. If a subcontractor wants work to continue while the Fire Watch officer identifies a hazardous condition, the officer needs a clear stop-work and escalation path established before the disagreement occurs.

Give Every Officer a Working Brief

A construction Fire Watch briefing should be short enough to use and complete enough to prevent guesswork.

Cover these items:

After the briefing, have the officer explain the assignment back and complete the route with the supervisor. A signature shows that a form was presented. A readback and walk-through show whether the assignment was understood.

Relief officers need the same standard. A qualified person arriving at 2:00 a.m. still needs site-specific information, current changes, keys, equipment, and a usable handoff.

Make the Log Match the Site

The Fire Watch log is both an operational tool and evidence that the required work occurred. It should reflect the specific project, not force every assignment into a generic “time and initials” sheet.

Useful fields may include:

Date, time, officer, and assignment location
Impairment or hot-work reference
Route, zone, checkpoint, or observation area
Conditions observed
Hazards found and corrective action requested
Work stoppages, access problems, or route changes
Notifications, including the person, time, method, and direction received
Shift handoff and equipment transfer
System restoration, testing, and authorized release

Repeated entries such as “all clear” may prove that someone wrote on a schedule. They do not show what was checked or whether conditions changed.

The supervisor should review the log during the assignment, not only after the shutdown ends. Missing times, identical entries, unexplained gaps, or routes completed too quickly may indicate that the plan is not being followed or cannot be followed as written.

Control the Handoff at Every Change

Construction Fire Watch assignments can fail at the edges, when one shift replaces another, one contractor hands control to another, or part of a system returns while another part remains impaired.

Use a formal handoff that covers:

Current impairment and affected area
Work completed and work still active
Last patrol or observation status
Hazards, access changes, and open follow-up
Notifications already made
Equipment, keys, permits, maps, and logs transferred
Next expected change or test
The person currently authorized to direct the assignment

Partial restoration deserves special care. A passing test on one floor does not release coverage for an entire building unless the authorized person confirms the scope. Update the plan, map, staffing, and log so the next officer is not working from yesterday's condition.

Use the Pre-Shutdown Planning Check

Before the system is taken out of service or hot work begins, confirm:

The controlling authority has been contacted when required.
The impairment and remaining protection are defined.
The affected area has been physically walked.
Staffing is based on a tested route and the real observation requirement.
Notification, emergency access, and escalation methods work.
Officers have required equipment, PPE, keys, and communications.
Site-specific briefings and readbacks are complete.
The Fire Watch log matches the project and assignment.
Shift, contractor, and partial-restoration handoffs are defined.
Only an authorized person can change or release the Fire Watch.

OSHA’s construction hot-work rule is one official source for construction-related fire-prevention requirements, but it is not the only authority that may apply. Local fire code, permits, the AHJ, the property, the insurer, and the nature of the work may add requirements.

The practical standard is simple. Do not wait for the shutdown to reveal what the plan forgot. Walk it, test it, brief it, and document it while the project team can still correct the weak points without placing the burden on the first Fire Watch officer at the door.
